Acceptable Use and Platform Conduct Rules

These rules define acceptable conduct when using RMCA websites, records, forms and public information services.

These rules protect records, users and evidence without replacing specific contract terms.

1. Honest and authorised use

Users must act lawfully, provide accurate information, disclose the organisation and authority under which they act, maintain secure credentials and use data only for the approved purpose. Shared generic logins are prohibited for institutional access.

2. Submissions

A user must not submit false, altered, deceptive, malicious, infringing, unlawfully obtained, irrelevant or excessive material; personal data without lawful basis; confidential material through an unsuitable channel; or content intended to manipulate a programme, publication or search result.

3. Security and technical use

Public publishing, participant evidence, institutional access and complaint or case data must use separated access and security environments. Confidential evidence, bank details, KYB documents, personal complaint material and privileged information must not be uploaded to a public form or ordinary website content-management system.

Unauthorised access, probing, credential attacks, malicious automation, interference, malware, scraping contrary to published controls, or attempts to bypass purpose, role, consent, expiry or download restrictions are prohibited and may be reported to relevant providers or authorities.

4. Communications and conduct

Harassment, threats, discrimination, retaliation, bribery, inducements, spam, misleading claims of authority, solicitation of complainants for paid claims services and use of RMCA contacts for unlawful direct marketing are prohibited.

5. Institutional purpose limitation

An institutional user may access only records, fields and documents authorised for the stated organisation, purpose, profile, scope and period. Data must not be reused for unrelated decisions, shared onward, combined into an undisclosed score or used to create a hidden blacklist.

6. Enforcement

RMCA may warn, restrict, suspend or terminate access; preserve logs; revoke downloads; require correction; notify an organisation; refer a matter; or take legal action. Action is proportionate to risk and does not determine a participant’s public status unless the programme rules independently justify it.

7. Review

A user may raise a service complaint or request review under the applicable account or programme process.

Intellectual property and permitted use

Unless stated otherwise, RMCA or its licensors own the websites, programme names, marks, taxonomies, methodologies, written content, page design, software, databases and compilations. Factual public information may originate from third-party official sources; those sources retain their own rights and authority.

Users may quote short extracts with accurate attribution and a link to the canonical page for genuine reporting, research or internal compliance. Systematic scraping, bulk reproduction, resale, removal of limitations, creation of misleading certificates, impersonation, use of marks without permission, or use of content to imply endorsement is prohibited except under a written licence or applicable law.

Governing law and legal effect

Unless a separate contract states otherwise, these terms and non-contractual obligations arising from them are governed by the law of England and Wales. The courts of England and Wales have jurisdiction, subject to any mandatory rights, applicable consumer forum, arbitration or ADR rule that cannot lawfully be displaced.

Nothing in these terms overrides mandatory local law. If a provision is invalid or unenforceable, it is treated as modified to the minimum extent necessary, and the remaining provisions continue.

Changes and contact

RMCA may amend this document prospectively to reflect law, technology, programme scope, operating arrangements or risk. The current version, effective date and material change note should appear on the canonical page. Continued use after an effective change constitutes acceptance only to the extent permitted by law; material contractual changes follow the applicable contract.
